West Chester Police Investigate Cocaine Sales, Charge Borough Man
A West Chester man faces charges after a 2-year police investigation into cocaine sales in the Borough.
WEST CHESTER, PA — A two-year investigation into cocaine sales in West Chester Borough ended in charges against a Borough resident who turned himself in this week.
In September 2019, the West Chester Police Department Criminal Investigation Division opened a probe into the suspected sale of cocaine by Hector Hernandez-Celso, 61, of West Chester, police reported.
As a result of this investigation, a warrant was issued for Hernandez-Celso as he was charged with four felony counts of manufacture and delivery of controlled substances, and with four counts of criminal use of a communication facility — a third-degree felony. He is also charged with possession of controlled substances and other misdemeanors, according to court records.

West Chester Police reported Hernandez-Celso turned himself in on Oct. 27.
A preliminary hearing for Hernandez-Celso is scheduled for Nov. 11 in Chester County Court.

In another case, West Chester Police also reported charges against Maxwell Pugh, 20, of West Chester. The charges followed police response to a reported incident in the Borough on the morning of Oct. 23.
Police said after their investigation, Pugh was charged with harassment and with terroristic threats, misdemeanors. A preliminary hearing is scheduled for Nov. 5, according to court documents.
