West Chester: Police Log Aug 19-23

Police arrested suspects on charges of institutional vandalism, endangering the welfare of a child, robbery and more.

WEST CHESTER, PA — West Chester police arrested these suspects in connection with causing a flooding in a police cell block, endangering a child while driving drunk, fighting, and theft of a wallet:

  • Andrew Garchinsky, 45, of Parkesburg, is in Chester County Prison in lieu of $50,000 awaiting a preliminary hearing on charges of endangering the welfare of a child and drunken driving. Police said Garchinsky drove a truck into a guard rail at 8:15 p.m. Aug. 23 with a woman and child in the vehicle at Downingtown Pike and McCardle Drive in East Bradford Township. He was later arrested on McCardle Drive.
  • Roderick Strickland, 51, of West Chester is in Chester County Prison in lieu of $20,000 bail awaiting a preliminary hearing on robbery, public drunkenness and related charges. Police said Strickland was fighting with an unidentified victim on Aug. 19 in the first block of North Matlack Street. Police said Strickland grabbed the phone from the victim as the victim was trying to call police.
  • Brian Goslin, 35, of Philadelphia, is in Chester County Prison in lieu of $5,000 on charges of access fraud and theft in connection with possessing a stolen wallet. Police said when responding to the 300 block of West Miner Street at 12:20 p.m. Aug. 20, they found Goslin sleeping on the lawn with a victim’s stolen wallet in which he used credit cards for purchases.
  • Jack Bower, 23 of Burkburnett, Texas, is free on $10,000 bail on a charge of institutional vandalism. Police said he caused flooding in the department’s cellblock at 9:15 a.m Aug. 21 where he was being held for an unrelated summary offense. They said the flooding placed Bower and others in the cell block area in danger.
