Westtown Man Faced Drug Charges, Now Also Witness Retaliation

A man charged in July with manufacture and delivery of drugs was released on bail, but police say he then retaliated against a witness.

WESTTOWN TOWNSHIP, PA — A Westtown man charged with drug manufacturing and delivery last July, and out on unsecured bail, was charged again over the weekend with retaliation against a witness.

Jeffrey Michael Lowden, 45, is now in Chester County prison after $50,000 cash bail was set in the retaliation case.

On Sunday, July 26, at 9:20 a.m, Westtown-East Goshen Regional Police Department and Chester County Municipal Drug Task Force executed a drug search warrant at a single family home in the 600 block of Tunbridge Road in Westtown Township, in Chester County.

During the search police reported they found and seized illegal controlled substances, packaging material and electronic devices. The homeowner, Lowden was charged with possession with intent to deliver a controlled substance, manufacturing a controlled substance, possession of a controlled substance, possession of drug paraphernalia and criminal use of a communication facility, according to police.

Lowden faced the drug charges before Magisterial District Judge Michael J. Cabry III, who set unsecured bail at $100,00o. The Chester County District Attorney’s Office, Chester County Detectives, Coatesville Police Department, Phoenixville Police Department and Parkesburg Police Department assisted with the drug investigation.

Then, on Friday night, Sept. 11, Westtown-East Goshen Regional Police Department went to Lowden home with a warrant. He was subsequently charged with retaliation of a witness and harassment in connection with the July 2020 drug arrest, according to Westtown-East Goshen Police Lt. Det. William Cahill's report.

Lowden was arraigned before Magisterial District Judge Al Iacocca. Lowden did not post the cash bail of $50,000 ordered by the judge, as so awaits a Sept. 21 preliminary before Magisterial District Judge Martin G. Goch.
