Town Manager Receives Award for 45 Years of Service

Thomas Hoover was recently recognized by the International City/County Managers Association.

Coventry Town Manager Thomas Hoover was recognized recently by the International City/County Managers Association (ICMA) with an award for his 45 years of service in municipal government at their annual conference in Boston, MA.

Hoover, a member of the ICMA for 45 years but a 47-year municipal government veteran, began his career in the City of Toledo, OH as an Engineering Aide. He held several Public Works and Public Safety operational positions in that city before becoming City Manager in 1990 where he remained until 1993. From 1994 to 2004, Hoover was City Manager of Worcester, MA; then Royal Oak, MI from 2004-2009 before becoming Town Manager of Coventry that same year.

"I was one of only four in the country to receive the award. Not many people have longevity in government," said Hoover. "I probably will retire in a few years. I love being a town manager. I've been doing it for 23 years."

Hoover who obtained a Bachelor of Science degree in Civil Engineering in 1970 and a Master of Public Administration degree in 1982, both from the University of Toledo, is a Licensed Professional Engineer in the State of Ohio. Hoover and his wife Diane reside in the Town of Coventry and have seven grown children and seven grandchildren.
