(The Town Hall is closed on Fridays.)Benefits included: Pension and paid time off.The Town of Foster is seeking to fill the Tax Assessor position reporting to the Treasurer/Finance Director. This position plans, directs, and administers the statutory responsibilities of the Assessor's Office by overseeing and participating in the evaluation and assessment of real, tangible personal property, and motor vehicles for taxation purposes.DUTIES AND RESPONSIBILITIESIn accordance with governing laws, regulations and ordinances performs professional, technical and administrative work involving the direction of a municipal property assessment operation, including:Oversees and participates in assessment activities such as discovery of taxable property, residential property valuation, determination of property ownership, preparation of the annual tax roll, and periodic revaluation programs as required by law;Analyzes and values all real and personal property computing replacement costs or analyzing financial statements and estimating market values;Determines eligibility for exemptions, credits and abatements for personal, commercial and motor vehicle property;Applies tax exemptions and credits where applicable;Analyzes and values all real, motor vehicle and personal property for the preparation of the annual tax roll;Conducts on-site field inspections and appraisals of property;Maintains and assists in negotiating tax treaties; andDirects notifications to property owners of assessed values.Directs the maintenance of Assessor’s Maps and a variety of assessment records in all medias.Develops appraisal formulas for specialized property.Represents the Town before the Tax Board of Review.Work experience and/or education:

  • Associates degree or educational courses in business, accounting, finance, or related field, or at least four years of progressively responsible municipal assessment work, or an equivalent combination of experience and training
  • This position requires the ability to obtain Rhode Island Certified Assessor Professional designation in a time frame determined by the Town Council, the General Laws of the State of Rhode Island and the requirements of the Department of Revenue of the State of Rhode Island.
  • Knowledge of software packages including Vision/CAMA and Vision 2.0
  • Knowledge of Microsoft products specifically Word and Excel

Skills:

  • Ability to communicate effectively and work cooperatively
  • Ability to maintain files and records and to make mathematical calculations
  • Ability to read and interpret plans, maps, surveys and diagrams
  • Ability to use knowledge and reasoning to solve and navigate complex problems, with some interruption, pressure and changing priorities.
  • Ability to learn and apply new information, technology and legislation applicable to departmental activities.
  • Ability to utilize and maintain Vision or a similar type program, including, but notlimited to listing properties, updating measurements and sketching of propertiesand/or additions.
