Animal Cruelty Suspect Harbored More Than 100 Animals

Carlos Alves, 59, of Exeter, was charged with mistreatment of animals and unnecessary cruelty to animals.

EXETER, RI — State police say Carlos Alves, 59, of Exeter, harbored more than 100 animals in "deplorable" conditions. The police, state RI SPCA, and Exeter animal control, raided his property on Dec. 22 and took 24 dogs to shelters. He was charged with mistreatment of animals and unnecessary cruelty to animals, state police said Friday.

Alves was arraigned at the Hope Valley Barracks and released. He will appear later in District Court.

Exeter Animal Control and the Rhode Island Society for the Prevention of Cruelty to Animals filed a complaint after receiving reports about starving animals at 425 Gardner Road.

"They found more than 100 different animals including approximately 24 dogs, including several newborn puppies," state police said, "as well as approximately 40 ducks, chickens and roosters, 40 rabbits and 10 goats in what were described as 'deplorable and inadequate living conditions for animals.'"

Troopers obtained an arrest warrant for Alves. He surrendered himself Thursday night.
