A second candidate has announed plans to run for the still-to-be-approved 7th Congressional District race.

Parnell Diggs, an area attorney and President of the National Federation of the Blind of South Carolina, announced his candidacy for the seat Monday afternoon in front of Myrtle Beach City Hall, The Sun News reported.
