The additional payments offered to teachers, clearly different from a regular salary increase, have come to light as an addendum to the property tax alleviation bill. This amendment was introduced by Democratic State Senator Roland Gutierrez of San Antonio. According to this fresh legal framework, teachers working in school districts accommodating more than 20,000 students will be given an extra $2,000, while those in districts housing fewer than 20,000 students will witness a $6,000 rise.
The overall expense of this amendment, which has garnered the approval and signature of the complete 30-member Senate, is projected to be around $3.2 billion, accommodated by the state's remarkable surplus approaching $33 billion.

In commenting on the successful passage of the bill, Senator Gutierrez communicated his appreciation for his fellow legislators and leadership, praising the collaborative spirit that was instrumental in successfully negotiating and passing the bill.
The newly ratified legislation embodies a colossal $18 billion in total property tax relief. This will be accomplished by elevating homeowners' homestead exemptions to $100,000. The senators have contended that this alteration is likely to yield savings nearing $2,600 for the majority of homeowners in the initial two years, and approximately $3,000 for individuals aged 65 and above.
Beyond the advantages for homeowners, the measure also plans to double the business franchise tax exemption to an estimated $2.5 million, thereby effectively abolishing the business franchise tax for roughly 67,000 small-scale businesses.
The House of Representatives also convened a meeting on Wednesday. However, the House Committee on Ways and Means ratified a distinct measure compared to the Senate's. The House's legislation does not elevate the homestead exemption and primarily focuses on reducing school property tax rates, to be balanced by state revenues, in accordance with Governor Greg Abbott's directive.
Furthermore, the governor seeks to gradually phase out the maintenance and operation portion of school property taxes, which currently comprises the largest section. This vision is mirrored by Lt. Gov. Patrick, who has encouraged the House to seriously consider the Senate's measure.
Assuming the House concurs in approving the Senate's legislation and it attains Governor Abbott's endorsement, the measure will subsequently be open to the voters' approval on the upcoming election day in November.
