The latest surge in illness levels comes after Gov. Greg Abbott boosted occupancy levels allowed at myriad businesses — restaurants, retail stores, office buildings, manufacturing facilities, gyms, museums, libraries and more — in mid-September. The reopening of businesses at 75 percent occupancy was contingent on availability of hospital beds of 15 percent or fewer. By mid-October, the governor signed an executive order allowing bars to reopen at 50 percent occupancy amid mounting pressure from business interests.
