PORTER, TX — Cesar Ivan Hernandez-Lopez is accused of being either really careless or really cheap. Hernandez-Lopez was arrested after some used motor oil he was storing at his yard, C &amp; H Trucking Sales in Porter, allegedly spilled during the April flooding. The Montgomery County Pct. 4 Constable's Office determined that this wasn't Hernandez-Lopez's first oil spill rodeo. He'd been reported twice for basically the same thing. While the cops were looking around Hernandez-Lopez's place they allegedly noticed that he allegedly had started cleaning up the alleged oil spill, but stopped because of the alleged cost.
