Vice President Pence is in Columbia, S.C. Thursday, and he is scheduled to speak at 12:45 p.m. The White House didn't list the subject of his remarks, but he reportedly is in the state with Sen. Tim Scott to tour "opportunity zones," which refers to a tax incentive to get investors to invest in struggling communities.
