Redondo Beach city Councilman Bill Brand proposes a ban on drilling for oil in Redondo Beach.

With the exception of four years of college in Virginia and a two-year stint at a television station in Arizona, Nicole Mooradian has lived in the South Bay all her life.
She graduated from Washington and Lee University in Lexington, Va., with a degree in journalism and sociology.
