Arlington Man, 87, Caught Exposing Self To Young Girl, Women: Police
An 87-year-old man is facing a potential prison sentence of up to 10 years if convicted as charged, records indicate.
ARLINGTON, VA — An 87-year-old Arlington man is facing multiple charges, including taking indecent liberties with a child under the age of 15, in connection to an incident that occurred late Friday afternoon in Ballston, according to authorities.
Arlington County police responded around 4:23 p.m. to the 900 block of North Taylor Street for the report of a suspicious person.
"Upon arrival, it was determined the two adult female victims and juvenile female victim were outside when they observed the male suspect allegedly exposing himself," according to the incident report. "A responding officer located the suspect exposing himself on scene and took him into custody."

Richard Hines of Arlington was arrested and charged with indecent exposure, public masturbation and taking indecent liberties with a child, according to police. After being charged, he was released on his own recognizance.
Hines was scheduled to be arraigned at 2:02 p.m. on Monday in Arlington Juvenile and Domestic Relations Court, according to court records. A date for his preliminary hearing has yet to be chosen.

Although the public masturbation and exposure charges are Class 1 misdemeanors, the indecent liberties charge is a Class 5 felony, under the Code of Virginia. If convicted on that charge, Hines faces a potential punishment of one to 10 years in prison, or up to one year in jail, plus a fine of up to $2,500.
