ANNANDALE, VA — A 20-year-old Arlington man is facing drug and firearm-related charges after he and another man were arrested following a traffic stop in Fairfax County, according to authorities.

Fairfax County police officers were patrolling the Backlick Road and Braddock Road area in Annandale around 1:52 a.m. on Wednesday when they spotted a driver making a moving violation, according to the incident report.

During the traffic stop, the officer recovered two illegally possessed firearms and narcotics, police say.

The vehicle’s two occupants, Kenan Owens of Arlington and Philip Ray, who were both 20, were arrested and taken to the Fairfax County Adult Detention Center, according to the report.

Police charged Owens with felon in possession of a firearm, possession of Schedule I/II drugs while carrying a firearm, possession of Schedule I/II drugs and carrying a concealed firearm, according to police.

Ray was charged with possession of schedule I/II Drugs and carrying a concealed firearm. He was then held on a $1,500 bond, the arrest report says.

Owens is scheduled to be arraigned at 10:30 a.m. on Sept. 16 in Fairfax County General District Court, according to court records. A preliminary hearing is scheduled for Dec. 12. He was released on bail.

The most serious charges Owens is facing are possession of Schedule I/II drugs while carrying a firearm and possession of Schedule I/II drugs, which are both Class 5 felonies. If convicted on either of these charges, Owens faces a mandatory sentence of one to 10 years in prison, or confinement in jail for up to 12 months, along with a fine of up to $2,500, under the Code of Virginia.

The felon in possession of a firearm charge is a Class 6 felony, which is punishable by one to five years in prison or up to 12 months in jail and a fine of up to $2,500, under Virginia law.

Ray was arraigned Thursday morning in Fairfax County General District Court and had a bond hearing scheduled for 8:31 a.m. on Friday, according to court records. His preliminary hearing is 2 p.m. on Dec. 12.

Like Owens, Ray faces a mandatory sentence of one to 10 years in prison, or confinement in jail for up to 12 months, along with a fine of up to $2,500 on the possession of Schedule I/II drugs charge, according to court records. The concealed weapon charge is a misdemeanor.

Ray was issued a summons for the violation that triggered the traffic stop, according to court records. The charge was for failing to stop/yield when entering a highway.
