Attendance Zone Proposal Affecting Ashburn Elementary Schools Goes To School Board

The Loudoun County School Board is considering changes to attendance zones for Ashburn and Dulles North attendance zones.

ASHBURN, VA — As part of a larger effort to update attendance zones at Loudoun County Public Schools, the School Board has initiated a process to update the zones for Ashburn and Dulles North elementary schools. Two options for zone changes were presented by staff for School Board consideration. Once approved by the School Board, attendance zone changes will take effect in the 2026-2027 school year.

The current process affects Ashburn, Belmont Station, Cedar Lane, Creighton’s Corner, Discovery, Dominion Trail, Elaine E. Thompson, Hillside, Legacy, Madison’s Trust, Mill Run, Moorefield Station, Newton-Lee, Rosa Lee Carter, Sanders Corner, Seldens Landing, Steuart W. Weller and Waxpool Elementary School.

The attendance zone change process is geared toward addressing projected student enrollment and school capacity. According to school district policy, all school attendance zones should be reviewed by the Loudoun County School Board every five years to evaluate student enrollment and imbalances in school capacity.

Proposed options for school attendance zone changes would address capacity issues at three schools. According to a presentation to the School Board, Dominion Trail Elementary will hit 103 percent capacity in the 2027-2028 school year and remain above 100 percent in following years. Madison's Trust Elementary School is projected to reach 120 percent capacity in the 2026-2027 school year and remain at 120 percent or above in future years. Sanders Corner Elementary School is projected to be at 105 percent in the 2029-2030 school year.

Overall, LCPS says enrollment in Ashburn and Dulles North elementary schools was at 11,994 during the Sept. 30 enrollment count. That's a drop from 12,227 in 2024 and 12,944 a decade ago.

The School Attendance Zone Options

The Oct. 28 presentation to the School Board proposed two options for school attendance zone changes. LCPS policy allows for rising fifth graders to seek the option of finishing elementary school at their current school if they are rezoned.

The R11 staff proposal calls for minimal changes to balance enrollment and give relief to Dominion Trail, Madison’s Trust and Moorefield Station Elementary Schools.

The changes include reassigning DN01, DN 01.2, DN01.6 and DN02 zones from Steuart W. Weller Elementary to Seldens Landing Elementary, reuniting the Lansdowne development in one elementary school.

It also reassigns DN05.3 and DN17.2 zones in Ashburn Village from Dominion Trail Elementary to Steuart W. Weller Elementary to provide relief to Dominion Trail Elementary. Beverly Tate, director of planning and GIS services at LCPS, told the School Board that affects homes off Glenburn Terrace, Silkworth terrace, Potter Terrace, Tillman Terrace and Lowry Park Terrace.

The proposal would reassign the DN44.4 and DN 44.5 zones in Broadlands from Hillside Elementary to Mill Run Elementary to balance enrollment between the schools. That affects homes generally off of Crescent Park Square, Dry Ridge terrace, as well as Rickenbacker Square and Novi Terrace.

The proposal would reassign DN48.1 and DN49 in Loudoun Parkway Center from Moorefield Station Elementary to Discovery Elementary to provide relief to Moorefield Station Elementary.

Lastly, the proposal would move DN36.8 zone from Madison’s Trust Elementary to Legacy Elementary in the Brambleton area to balance enrollment between the schools. Tate said that affects townhouses in the northeast area of North Star Boulevard and Creighton Road.

The second option, R17, would move more students. It reassigns the same areas from Steuart W. Weller Elementary to Seldens Landing Elementary to reunite all of Lansdowne. However, it also adds DN07.1 in Ashburn Village from Steuart W. Weller Elementary to Seldens Landing Elementary. Tate says that additional zone comes from Ashburn Village north of Russell Branch Parkway.

The proposal also moves the DN16 zone from Cedar Lane Elementary to Newton-Lee Elementary, as well as DN29 from Sanders Corner Elementary to Cedar Lane Elementary, to balance enrollment between the schools.

The option would reassign DN05.3 and DN17.2 in Ashburn Village from Dominion Trail Elementary to Steuart W. Weller Elementary to provide relief to Dominion Trail Elementary and also reassign DN05.1 in Ashburn Village from Ashburn Elementary to Steuart W. Weller Elementary.

In addition, the option moves the DN44.4 zone from Hillside Elementary to Mill Run Elementary to balance enrollment between the schools.

In part of Loudoun Valley Estates, DN48.1, DN48.2, and DN48 would move from Moorefield Station Elementary to Legacy Elementary to provide relief to Moorefield Station Elementary.

The option moves the DS08.1, DS08.2, and DS08.3 zones from Madison’s Trust Elementary to Elaine E. Thompson Elementary to relieve capacity issues at Madison's Trust and use available space at the latter. Tate said a previous plan had affected a walk zone, and this new proposal moves the only part of the Madison's Trust Elementary zone not in a walk zone.

What's Next

There are public hearings and work sessions on the Ashburn and Dulles North attendance zone proposals at 6:30 p.m. on Nov. 5 and Nov. 24. School Board review of recommendations is scheduled for 6:30 p.m. on Dec. 2, and a staff briefing and public hearing on school attendance zones is planned for 6:30 p.m. on Dec. 8. School Board adoption of school attendance zone changes is expected at the meeting at 6:30 p.m. on Dec. 16.

The current process is not updating attendance zones for Ashburn and Dulles North middle and high schools. The presentation noted a countywide middle and high school attendance zone change process will happen in spring 2027, with adopted changes taking effect in fall 2028.
