Driver, Passenger Who Fled Hit And Run Face Felony Charges: Police
Fredericksburg police arrested two suspects they say fled the scene of a hit-and-run crash near Interstate 95 early New Year's Day.

FREDERICKSBURG, VA — Four people are facing multiple charges in connection to two hit-and-run incidents that occurred early New Year's Day in Fredericksburg, according to authorities.
Officers were called to investigate two separate motor vehicle collisions that occurred within minutes of each other near Plank Road and Interstate 95.
In the first incident, a white Subaru entered the intersection when the light changed green and was struck by a red Nissan pickup truck, according to Fredericksburg police.

A short time later, the Nissan crashed into a tractor-trailer that was making a left turn onto I-95 North on a green turn arrow, according to police. Multiple witnesses reported that the male driver of the Nissan and a female passenger had fled the scene.
"Evidence inside the suspect vehicle suggested alcohol was a factor in the crash," according to the incident report. "Investigation would reveal that six total people were inside the red Nissan during both crashes; four adults and two juveniles."

Investigators determined that the occupants of the Nissan had celebrated the New Year's holiday at a party earlier that evening, according to the report. Police also learned that the driver had removed a license plate from the vehicle before fleeing with the female passenger.
"Several passengers were treated and released for minor injuries. One passenger was treated for a significant but non-life threatening injury," according to police.
Through their investigation, police determined that 18-year-old Hunter Lee Robbins of Fredericksburg was the driver of the Nissan and 20-year-old Haden Rounds of Rappahannock Academy was the passenger who had fled the scene.
Robbins is currently being held at the Rappahannock Regional Jail without bond and is facing the following charges:
- Traffic - Hit and run, accident reports damage to attended property, driver fails to report valued at $1,000 or more (two counts).
- Traffic - Reckless driving endangering life of limb (two counts)
- Traffic - Operator's license passengers, more than one and driver under age 21 (two counts)
- Traffic - Driving while intoxicated under 21 years of age, illegally consuming alcohol
- Assault - Serious injury, DWI vehicle with reckless disregard
- Family offense - Contribute to delinquency, abuse of child (two counts)
Robbins was arraigned in Fredericksburg General District Court on Tuesday morning and a preliminary hearing was scheduled for 10:30 a.m. on March 24, according to court records.
Another hearing was scheduled for 10 a.m. on Feb. 4 in Fredericksburg Juvenile and Domestic Relations Court on the contributing to the delinquency of a minor and DWI with serious injury charges, according court records.

Most of the charges Robbins is facing are misdemeanors or traffic infractions, but the two not reporting an accident with damage over $1,000 charges are Class 5 felonies. If convicted on either of these charges, Robbins faces a potential sentence of one to 10 years in prison or up to 12 months in jail and/or a fine of up to $2,500, under the Code of Virginia.
Police arrested Rounds and charged her with felony hit and run, failure to report as a passenger. She was held at Rappahannock Regional Jail on a $1,500 bond.
Rounds is scheduled to be arraigned in Fredericksburg General District Court at 8:30 a.m. on Jan. 15, according to court records. A preliminary hearing date has not scheduled.
The passenger not reporting an accident charge Rounds is facing is a Class 6 felony. If convicted, she could be sentenced to up to five years in prison or up to 12 months in jail and a fine of up to $2,500, under the Virginia code.
Police also issued a summons to 19-year-old Christian Ramsey of Spotsylvania for underage possession of alcohol. Daisy Meadows, 45, of Spotsylvania, was released on a summons for two counts of obstruction.
