Stafford Man Facing Indecent Liberties Charges

The Stafford County Sheriff's Office is asking anyone who has had similar contact with Phillip Lanier to call the Sheriff's Office.

A Stafford county man has been charge with two counts of indecent liberties with a minor while in a supervisory role.

Phillip Wayne Lanier, age 46, of 165 Joshua Road, was arrested Oct. 4, the Stafford County Sheriff’s Office reported. He is currently incarcerated at the Rappahannock Regional Jail under no bond.

On Oct. 1, 2013, Deputy Robert Firkin received information from a family that their 18-year-old daughter had recently revealed to them that she had been sexually fondled by Phillip Lanier and that he had also asked her to photograph her underwear and send him the picture, Bill Kennedy, sheriff's office spokesperson, said.

The teen was part of a group that Phillip Lanier co-leads called Frick & Frack Music, based in Stafford County. The faith based group performs in the area and tours during the summer.  The incidents started to occur in March of 2011 and did not end until the spring of 2013, Kennedy said.

"Detective Tim Covington initiated an investigation which has led to the discovery of an additional female teen who has also been sexually fondled by Lanier while a member of the Frick & Frack Music group," Kennedy said.  In this incident the teen was also asked to take a picture of her underwear and send it to Lanier.

The Stafford County Sheriff’s Office is asking that if any other individual has had similar contact with Phillip Lanier they call the Sheriff’s Office at 540-658-4400 or Detective Tim Covington at 540-658-4450.
