DC Man Arrested In Tysons Sentenced For Series Of Armed Carjackings

D.C. man arrested in Tysons was sentenced in federal court on Friday after pleading guilty to a string of armed robberies and carjackings.

TYSONS, VA — Javon Roach, a 20-year-old resident of Washington, D.C., was sentenced in federal court on Friday for a series of violent armed robberies and carjackings in the District during 2023, according to authorities.

Roach was sentenced to 228 months in federal prison plus five years of supervised release after pleading guilty on March 6 to committing six armed carjackings and five armed robberies between March 6 and March 28, 2023, according to court documents.

Roach was one of three men arrested in a Tysons Corner Mall on March 29, 2023. Shortly after 2 p.m. officers from the Fairfax County Police Department’s Auto Crimes Enforcement Team and its Tyson Urban Team received a Flock License Plate Reader alert for a 2014 Audi Q5 that had been stolen the day before in an armed carjacking in Prince George's County, Maryland.

Police officers found the Audi unoccupied and parked near International Drive and Fletcher Street. At about 3:10 p.m., police saw three men returning to the vehicle. As officers approached the vehicle, a rear seat passenger, Dominic Davis Armstrong, 18, of Washington, D.C., ran from the vehicle, but was caught by the officers.

Roach, who was the Audi’s driver, refused officers' commands and struck two police vehicles when trying to escape arrest, police said. Roach then crashed the Audi into three other non-police vehicles.

Roach got out the vehicle and started running, but was arrested by Fairfax County Motor officers, according to police. A handgun manipulated to become an automatic firearm with an extended magazine was recovered on Roach, police said.

A front seat passenger, Andre Rushing, 20, of Washington, D.C., was arrested by officers at the scene of the crash. A second handgun was located in the glove box of the Audi.

All three men were arrested and held without bond. No members of the public were injured in the incident, police said.

Roach was charged with disregarding police commands to stop, obstruction of justice, conspiring to trespass to commit larceny, larceny with intent to sell, two counts of possession or transportation of a firearm by a convicted felon, three counts of assault on law enforcement, three counts of malicious bodily injury to law enforcement, use of a machine gun for aggressive purposes, possession of a stolen firearm, and five counts of hit-and-run, according to police.

Armstrong was charged with conspiring to trespass to commit larceny, larceny with intent to sell and obstruction of justice. He pleaded guilty on April 10 to carjacking, Hobbs Act robbery, and brandishing a firearm in furtherance of a crime of violence, according to court documents. He is awaiting sentencing.

Rushing was charged with conspiring to trespass or commit larceny and carrying a concealed weapon. He pleaded guilty on March 17 to carjacking and brandishing a firearm in the furtherance of a crime of violence, according to court documents. He is awaiting sentencing.
