Fried Eggs, Pest Entry, Sanitizer: Restaurants In McLean Inspections
The Fairfax County Health Department recorded violations at restaurants in McLean during inspections between Oct. 5 and Oct. 17.
MCLEAN, VA — As the Fairfax County Health Department continues to post restaurant inspection reports, we are looking at recent reports in the McLean area.
The health department's environmental health staff inspect more than 5,200 restaurants and other retail food service establishments in Fairfax County to ensure safe food handling practices are followed. This includes proper sanitation, food storage and preparation, and adequate kitchen facilities. Aside from restaurants, staff inspect child care centers, hospitals, school cafeterias, and temporary food service vendors at festivals.
This week's report focuses on McLean restaurants inspected between Oct. 5 and Oct. 17. Many restaurants were found with no violations.

The health department cautions residents that a single inspection should not be used to evaluate a restaurant. Rather, the health department suggests looking at multiple inspection reports for a better overview.

- Chemical Sanitization, Quaternary Ammonium Requirements: When tested, the quaternary ammonium compound-based sanitizing solution was observed to be at a concentration less than what is required for effective sanitization of food-contact surfaces of equipment and utensils. Observed the sanitizing solution in the 3-COMPARTMENT SINK with a concentration of ZERO ppm total quaternary ammonium compound. Corrective Action: The quaternary ammonium sanitizer used in this facility shall have a minimum concentration of at least 200 ppm OR a concentration between 150-400ppm based on the manufacturer's use directions and using the appropriate test kit. CFM HAD PLACED AN URGENT SERVICE ORDER.

- Cold Holding: The following food item(s) were observed cold holding at improper temperatures using a calibrated food temperature measuring device: RUBEN SANDWICH (46F), SLICED HAM (48F), AND HARD BOILED EGGS (45F) WERE STORED IN CONTINENTAL 1-DOOR UPRIGHT COOLER FOR MORE THAN 4 HOURS. Corrective Action: Time/temperature control for safety food shall be held cold at a temperature of 41F or below unless the permit holder is using 'time as public health control as specified under section 3-501.19 to limit bacteria growth. CFM DISCARDED THE FOOD ITEMS.

Corrective Action: In hot water mechanical warewashing operations, an irreversible registering temperature indicator shall be provided and readily accessible for measuring the utensil surface temperature. CFM ORDERED BOTH DISHWASHER TESTER AND TERMOLABEL IMMEDIATELY.

- Nonfood-Contact Surfaces, Durable/Smooth Materials: The nonfood-contact surface of the following equipment is not corrosion resistant, nonabsorbent, and/or smooth: (1) OBSERVED CARDBOARD LINING USED IN WALK-IN COOLER; (2) THE SHELVING OF ONE STORAGE RACK IN WALK-IN COOLER WAS RUSTY. Corrective Action: Non-food contact surfaces of equipment that are exposed to splash, spillage, or other foods that require frequent cleaning shall be constructed of a corrosion-resistant, nonabsorbent, and smooth material. CFM WILL REMOVE THE CARDBOARD AND REPLACE THE RUSTY SHELVING.
- Openings Protected from Pest Entry: Openings to the exterior of the building are present along the BACK DOOR. Corrective Action: Fill or close holes and other gaps along floors, walls, and ceilings to protect against the entry of insects and rodents. CFM WILL FILL THE GAP.
- Ventilation System Cleaning: Intake and exhaust air ducts are not being cleaned at a frequency necessary to prevent contamination by dust, dirt, and other materials. Corrective Action: Clean intake and exhaust air ducts at regularly intervals to prevent them from becoming sources of contamination. CFM WILL PLACE URGENT WORK ORDER.

- Cooling from 135F to 70F, No More than 2 Hours REPEAT CDI: The following cooked time/temperature control for safety food(s) are not being adequately cooled from 135F to 70F within two hours. FRIED EGGS (117F) STORED ON PREP TABLE FOR ABOUT 3 HOURS. Corrective Action: Time/temperature control for safety foods shall be cooled from 135F to 70F within two hours to prevent the growth of harmful bacteria. Foods that have been temperature abused are to be discarded. CFM DISCARDED THE FRIED EGGS.
- Before Use After Cleaning: The food-contact surfaces of the following equipment were not observed sanitized: LOW TEMPERATURE DISHMACHINE IS NOT DELIVERING CHLORINE. CHLORINE CONCENTRATION LESS THAN 50PPM. Corrective Action: All utensils and food-contact surfaces of equipment shall be sanitized before use and after cleaning. (1) CFM PLACED URGENT SERVICE ORDER. (2) BEFORE THE DISHMACHINE IS FULLY SERVICED, PLEASE USE 3-COMPARTMENT SINK TO WASH, RINSE AND SANITIZE FOOD CONTACT SURFACES.
- Access to Handwashing Sink: The handwashing facility located at the REGISTER/KITCHEN ENTRY is blocked, preventing access by employees for easy handwashing. Corrective Action: A handwashing sink shall be maintained so that it is accessible at all times for employee use. CLEAR WAY TO HAND SINK AND PROVIDE A PHOTO AS PROOF TO EHS.
- Test Kit/Device for Chemical Sanitizer: THE BLEACH TEST KIT IS EXPIRED. Corrective Action: Obtain a BLEACH test kit.
- Thermometers, Location in Holding Units: The temperature measuring device in the following mechanically refrigerated unit was not properly located in the warmest part of the unit: NO THERMOMETER IN THE BEVERAGE-AIR 2-DOOR UPRIGHT COOLER. Corrective Action: In a mechanically refrigerated unit the sensor of a temperature measuring device shall be located to measure the air temperature of a simulated product temperature in the warmest part of the refrigerator. Store the thermometer near the door of the unit. OBTAIN A THERMOMETER FOR THE UNIT.
- In-Use Utensils Proper Storage: Dispensing and/or in-use utensils improperly stored between use as follows: ICE SCOOP WAS STORED IN ICE MACHINE WITH ITS HANDLE TOUCHING ICE. Corrective Action: During pauses in food preparation or dispensing, food utensils shall be stored in one of the following manners: 1) in the food with their handles above the top of the food and the container, 2) in food that is not time/temperature control for safety (TCS) food with their handles above the top of the food within containers or equipment that can be closed, 3) on a clean portion of the food preparation table or cooking equipment only if the in-use utensil and the food contact surface of the food preparation table or cooking equipment are cleaned and sanitized, 4) in running water of sufficient velocity to flush particulates to the drain, 5) in a clean, protected location if the utensils are used only with a food that is NOT TCS food, or 6) in a container of water if the water is maintained at a temperature of at least 135F and the container is cleaned frequently. CFM RELOCATED THE ICE SCOOP.
- Wipings Clothes Stored in Sanitizer Solution: Wet wiping cloths used for wiping counters and other equipment surfaces were observed stored on the counter. Corrective Action: Wet wiping cloths are to be used for wiping counters and other equipment surfaces and are to be held in a chemical sanitizer solution at the appropriate concentration between uses.
- Equipment, Maintain in Good Repair/Condition: OBSERVED THAT A LARGE AMOUNT OF WATER FLOWED OUT FROM THE BOTTOM LAYER OF BEVERAGE-AIR 2-DOOR PREP COOLER. Corrective Action: Repair/adjust the unit so it is able to maintain foods at or below 41F. Do not use the unit to store time/temperature control for safety foods while it is not operating properly. CFM PLACED URGENT SERVICE ORDER.
- Equipment, Maintain in Good Repair/Condition: LOW TEMPERATURE DISHMACHINE IS NOT DELIVERING CHLORINE. CHLORINE CONCENTRATION LESS THAN 50PPM Corrective Action: CFM PLACED URGENT SERVICE ORDER

- Hot Holding: The following food item(s) were observed hot holding at improper temperatures using a calibrated food temperature measuring device: CHICKEN BREAST (124F) WAS STORED IN CRES COR HOT HOLDING CABINET FOR ABOUT 1.5 HOURS. Corrective Action: Time/temperature control for safety food shall be held hot at a temperature of 135F or above unless the permit holder is using 'time as the public health control' as specified under 3-501.19. CFM REHEATED THE FOOD ITEM TO 170F.
