Accounting Firm Says ACPS Is on Track to Improving CIP Budget
Firm tells School Board attorney that ACPS' efforts to repair dysfunctional system give it "reasonable assurances" that Capital Improvement Plan project work has been performed.

The accounting firm identifying the school system’s has given a clean bill of health to the School Board’s draft regulations addressing the firm’s concerns.
“The Regulations adequately address the thirteen (13) Recommendations identified in our Report on Agreed-Upon Procedures for CIP Project Expenditures,” reads the letter.
Robinson, Farmer, Cox Associates said in a May 10 letter to School Board Attorney John Cafferky that implementation of the regulations proposed by ACPS Interim Chief Financial Officer Stacey Johnson “provide reasonable assurance that the CIP Project work has been performed (goods or services delivered) and the vendor has a valid claim for payment.”

The letter signed by the accounting firm's director, Irvin Farmer, adds that the regulations "establish and improve" internal controls for verification and validation of vendor invoices in concert with the city’s Finance Department.
The school system had been sharply criticized for failing to work with the city more transparently and in a more organized fashion.
