ACPS Names New Educational Facilities Director

William Finn is a retired Navy captain most recently with the Naval Facilities Engineering Command Pacific in Pearl Harbor, Hawaii.

Alexandria City Public Schools' superintendent has named William Finn as its new educational facilities director as of July 1.

Finn is a retired Navy captain and a Navy Civil Engineer Corps officer. He has more than 20 years of experience in facilities engineering and services, public works, real estate, construction and environmental management of U.S. Naval bases up to 3,500 acres and supporting communities of more than 20,000 personnel, according to an ACPS statement.

"Bill brings to ACPS a wealth of experience as a manager, communicator, problem solver and mentor," Superintendent Morton Sherman said. "His professionalism and diverse skills will ensure that our Educational Facilities Department operates with fairness, accuracy and timeliness."

Since 2010, Finn has served as chief operating officer of the Naval Facilities Engineering Command Pacific in Pearl Harbor, Hawaii, where he directed planning, real estate, design, construction, environmental and operational services for the public works/physical plant, utilities and special facilities for Navy and Marine Corps bases throughout the Pacific and Indian Oceans, delivering more than $1 billion of facilities management, construction and services annually.  

Previously, Finn served as chief executive officer at Camp Lemonnier in Djibouti, Africa; director of facilities management and engineering for Navy Forces Korea in Seoul, Korea; chief operating officer for the Naval Construction Battalion Center in Gulfport, Miss.; chief executive officer of the Naval Construction Training Center in Gulfport, Miss.; and chief operating officer in charge of construction in the Marianas, Guam.

He has degrees from the U.S. Naval War College, University of Florida and U.S. Naval Academy. He also participated in the Advanced Management Program at the Duke University Fuqua School of Business.
