50,000 Child Sex Abuse Material Files: Alexandria Man Convicted

Prosecutors say a former Patent and Trademark Office employee downloaded child sexual abuse material, with victims as young as infants.

ALEXANDRIA, VA — An Alexandria man who formerly worked for the U.S. Patent and Trademark Office was found guilty Tuesday on a child sexual abuse material charge.

A federal judge convicted Rafferty Daniel Kelly, 40, on charges of receipt and possession of child sexual abuse material. Kelly faces a mandatory minimum sentence of five years and up to 40 years in prison. Sentencing is scheduled for July 24.

The conviction results from a federal child sexual abuse material investigation involving a peer-to-peer file sharing service. Federal agents conducted a search warrant at Kelly's home and seized multiple devices. According to prosecutors, the devices showed Kelly downloaded and stored more than 50,000 images of child sexual abuse material over two years. The images included ones with infants and prepubescent children. Kelly also possessed a handbook on how to groom children, prosecutors say.
