Shorewood’s parking lot at 4450 Oakland Avenue wasn’t originally paid for by the village—it was funded by apartment owners.

Back in 1981, Resolution 81-15 approved the purchase of land to build the lot. The backstory is fascinating: landlords who hadn’t provided enough off-street parking were assessed fees to cover the cost.

That raises a big question … if property owners paid for this parking lot through assessments, can the village legally sell it now and take away the benefit they funded?
