Constable, 3 Others Killed During Tucson Apartment Eviction: Reports

The constable, who was also a U.S. Army veteran, was identified as 43-year-old Deborah Martinez-Garibay.

TUCSON, AZ — A Pima County constable and U.S. Army veteran was among four people fatally shot while serving an eviction notice at a Tucson apartment complex Thursday, according to authorities.

Tucson police responded to the shooting at the Lind Commons Apartments, located at 3493 East Lind Rd., just before 11:15 a.m., authorities said in a news release. When officers arrived, they found apartment manager Angela Fox-Heath, 28, fatally shot in the building's courtyard.

According to police, Fox-Heath was accompanying Pima County Constable Deborah Martinez-Garibay, who was serving an eviction notice to 24-year-old Gavin L. Stansell. As Martinez-Garibay and Fox-Heath spoke with Stansell, he opened fire, authorities said.

According to police, a SWAT team was called in to locate Martinez-Garibay. Police found her inside Stansell's apartment, according to authorities. Martinez-Garibay was also shot and pronounced dead at the scene, police said.

Further investigation found Stansell had entered a neighboring apartment and killed 25-year-old Elijah Miranda before turning the gun on himself, police said.

Arizona Gov. Doug Ducey issued a statement addressing Martinez-Garibay's death in which he ordered flags to be flown at half-mast at all state buildings Friday.

Martinez-Garibay was a Tucson native and a U.S. Army veteran who enlisted after Sept. 11, 2001, Ducey said in his statement. She served for 16 years.

Following her time in the Army, Martinez-Garibay volunteered at nonprofit organizations dedicated to veterans and their families. She became the constable for Justice Precinct 8 just earlier this year, Ducey said.

"Whether it was serving in the U.S. Army or carrying out her duties as a constable for Pima County, she dedicated her life to helping others and her community," Ducey said in a statement. "Our thoughts and prayers are with her friends and family, as well as those who also lost their lives in today’s tragic events."

Police said there are no other suspects in the shooting. Anyone who may have additional details about the shooting should contact detectives at 88-CRIME.
