THOUSAND OAKS, CA — Rise Southern Biscuits and Righteous Chicken, an East Coast-based biscuits and fried chicken chain, plans to open its first Southern California location in Thousand Oaks.

The new Rise eatery will take over the former Jack’s Donuts site in the Conejo Valley Plaza shopping center, however, no specific opening date was announced by operators.

The restaurant, at 1408 N. Moorpark Road, will be owned by franchisee Bill Propster, a restaurant veteran with a Domino’s Pizza operation background.

Founded in Durham, N.C. in 2012, Rise is a waitstaff-free eatery, that prides itself on its "best dang," scratch-made biscuits, filled with such savory ingredients as bacon, sausage and fried green tomatoes, plus its "Righteous Chicken," "brined in buttermilk, fried to golden-brown perfection," and an array of doughnuts.

“There really is nothing like Rise in California," said Propster, who also inked multi-unit deals with Rise for additional Santa Clarita and the San Fernando Valley locations. "The food is amazing and unique to this area, and now that we’ve secured a great conversion location, I’m excited to be that much closer to finally bringing Rise to the Thousand Oaks community.”

Rise founder, Culinary Institute of America-trained chef Tom Ferguson, initially launched Rise as a doughnut joint, before its expansion to chicken and biscuits. The business now ranked on QSR magazine’s 40/40 List for 2021: America’s Hottest Startup Fast Casuals, and Rise is partnered with Fransmart, a franchise development company behind such brands as Five Guys Burgers & Fries and The Halal Guys.

“We’re absolutely thrilled to officially be a coast-to-coast brand and share our delicious Southern chicken and biscuits concept with customers across the nation,” CEO Ferguson said.
