Banning Residents Take Measure M, Measure O Bond Oversight Committee Positions: Banning USD
The committee plays a crucial role in ensuring transparency, accountability, and the responsible management of voter-approved bond funds.

BANNING, CA — Banning Unified School District and families are working together to fill Measure M and Measure O oversight committee positions, the district said in a recent news release.
During the November 13, 2025, Board of Trustees meeting, the Banning Unified School District appointed five community members to serve on the Measure M and Measure O Independent Citizens’ Bond Oversight Committee. The committee plays an essential role in ensuring transparency, accountability, and responsible management of voter-approved bond funds used to modernize and enhance District schools.

Karina Alaniz, Member At-Large – Moved to Banning in 2022 and currently works for the San Bernardino County Superintendent of Schools. Karina shared her excitement to serve, noting her goal to make a difference in her new community and apply her experience to support oversight, collaboration, and accountability of District resources.

Adriana Hubert, Parent – Works for the Office on Aging in Riverside and expressed her commitment to managing funds responsibly, maintaining transparency, and upholding the integrity of Banning USD schools while engaging the community in the process.

Joselyn Garcia-Rojas, Member At-Large – Born and raised in Banning, Joselyn is a proud Banning High School graduate and currently works for the County of Riverside Workforce Development. She emphasized the importance of accountability and transparency in managing public funds and looks forward to contributing her expertise in support of the community.

Mare Sterling Levine, Active Senior Citizen Organization – Works for Axiom Interactive and, as a parent, understands the importance of quality facilities in shaping student success. Mare shared her enthusiasm to support the District’s mission through responsible bond oversight.

Maria Lopez-Torres, Parent/Guardian Active in a Parent-Teacher Organization – A stay-at-home parent, Maria is very active in Banning USD and its organizations, including School Site Council and Booster Clubs. She recognizes the importance of quality facilities and their impact on student education, and she is excited to serve on the committee and continue making a positive contribution.
“The Independent Citizens’ Bond Oversight Committee plays a crucial role in maintaining public
trust and ensuring our bond funds are used as promised to voters,” said Victor Herrera, Assistant
Superintendent of Business Services. “We are thankful for our newly appointed members who
bring diverse experience and a shared commitment to accountability and fiscal integrity.”
The Independent Citizens’ Bond Oversight Committee (ICBOC) is charged with reviewing
expenditures and confirming that Measure M and Measure O bond proceeds are used solely for
voter-approved projects. This process helps maintain transparency in how the District invests in
school improvements, including classroom modernization, safety enhancements, and technology
upgrades.
Banning USD continues to seek two additional members to complete the committee. The remaining vacancies include representatives from the following categories:
- Active in a bona fide taxpayers’ association (1 member)
- Active in a business organization representing the local business community (1 member)
