CONCORD, CA — A special Concord City Council meeting is scheduled for Saturday to take up the proposed term sheet from the re-developer of the Base Reuse Project at the former Concord Naval Weapons Station.

The 9 a.m. meeting was previously planned to take place at the city's senior center but has been moved to the City Council chamber to utilize the video conferencing equipment there since this week's storms could make it difficult for many people to attend in person.

The council chamber opens at 8 a.m. There's limited seating in the council chamber, but an overflow room will be set up in a nearby conference room.

The council will act in its official role as the designated Local Reuse Authority for the 2,275-acre future development on the city's northeast side. The site was originally 5,046 acres, 2,600 of which will become Thurgood Marshall Regional Park - Home of the Port of Chicago 50.

The city envisions approximately 13,000 units of housing and millions of square feet of commercial space in what has been the biggest ongoing issue in the city since the Navy abandoned the property in 1999.

The council will examine the term sheet proposed by developer Concord First Partners (CFP), an entity created for the project by Seeno Homes. The term sheet establishes the development guidelines and community benefits to be included in the documents that must be finalized before development begins or property is transferred.

Saturday's meeting follows two community meetings in December in which CFP and the Local Reuse Authority staff provided presentations about the proposed term sheet.

Saturday's meeting can be viewed live on Concord TV (Astound/Wave 1026, Comcast 28, AT&T U-verse 99) or streamed online through the city's website. To particpate on Zoom, go to https://bit.ly/3ib8VB3.

The City Council chambers are at City Hall, 1950 Parkside Drive, Concord.
