Why Will Davis Water be Safe For Humans, but Deadly for Fish? (VIDEO)

Much of the water-rate controversy is tied to  difficulties for ratepayers during a down economy. 

But some have questioned it for other reasons, one of which is that the surface-level water piped in from the Sacramento River will require treatment and chlorination that will make it unsuitable to support fish and other aquatic life. 

If that's true, how can it be safe for humans to drink? 

Councilmember Stephen Souza asked that question at Tuesday night's council meeting. The answer can be seen in the video above.
