Will Woodland Follow Davis on Water Rate Hikes?
Has Woodland done a "more effective job of working with the community?"

It’s called the Woodland-Davis water project, but some say Davis is unwise to approve rate hikes before Woodland makes a similar commitment of its own.
Woodland will decide whether to raise water rates early next year. City Manager Mark Deven told the Sacramento Bee that he doesn't anticipate it to blow up in controversy like it did in Davis, because the Woodland council has done a “more effective job of working with the community.”
Several community members at Tuesday night’s council meeting questioned whether Woodland was carrying equal weight in funding the project. Councilmember Sue Greenwald expressed concern that what started off as a joint project is falling heavily on the shoulders of Davis.
