Prison Paramedic Admits To Sexually Abusing Seizure Patient In FCI Dublin 'Rape Club' Case
One former health technician could face up to 23 years in prison and $1.5 million in fines for abuse of an inmate seeking seizure meds.

DUBLIN, CA — Two former correctional officers at the shuttered FCI Dublin prison pleaded guilty to sexual abuse of female inmates, according to the U.S. Department of Justice. Jeffrey Wilson and Lawrence Gacad are the ninth and tenth former officers charged in connection with the sexual abuse of female inmates.
The former prison has been the subject of a sprawling federal investigation that eventually resulted in two convictions and seven guilty pleas, including former Warden Ray Garcia, who was sentenced to nearly six years in prison. In total, 10 former FCI Dublin employees have been charged. The prison closed permanently in December 2024.
Wilson, 34, pleaded guilty five counts of sexual abuse of a ward, according to the DOJ. According to his plea agreement, Wilson was employed from July 2021 to September 2022 as a health technician and paramedic responsible for providing emergency and medical care. Around August 2021, Wilson began interacting with an inmate after she started taking medication for seizures.

He admitted to sexually abusing an inmate on multiple occasions between March and August 2022 in the prison’s medical room in exchange for contraband. He admitted to encouraging the victim to transfer from the prison to the FCI Dublin Camp, where fewer medical staff could see their interactions.
He also admitted to engaging in sexual acts on multiple occasions, and supplying her with a $60 pre-paid credit card and cell phone, which she used to take naked photos of herself.

When interviewed by special agents from the DOJ, Wilson admitted to falsely denying these claims.
He faces a maximum of 15 years in prison and a fine of $250,000 for each count of sexual abuse of a ward, and eight years in prison and $250,000 for the count of false statements to a government agency.
Gacad, 33, pleaded guilty to one count of abusive sexual contact of an inmate. Between March and June 2022, he kissed and groped an inmate living in one of the housing units where he was sometimes assigned as the guard on duty. In his plea agreement, he admitted to exchanging handwritten notes and emails with the victim, some of which were sexually explicit. He set up email accounts using fake names.
Gacad faces a maximum of two years in prison and a $250,000 fine for his count.
Both Wilson and Gacad were released on bond. Wilson is scheduled to be sentenced Nov. 6 and Gacad will be sentenced Nov. 19.
