Elk Grove resident and Mathematician Dr. Nguyen Quoc Quan received a congressional award Monday after spending nine months in a Vietnamese jail.  A member of Viet Tan, a non-violent democratic activist group, Quan was arrested upon arrival to his home country back in April, according to <a href="http://sacramento.cbslocal.com/2013/02/18/democratic-activist-honored-after-spending-9-months-in-vietnam-jail/" rel="nofollow" target="_blank">CBS Sacramento</a>.
