New Affordable Housing Opens In East Bay
A new affordable housing development is opening this week, with an in-person celebration planned.

FREMONT, CA — The City of Fremont is celebrating the grand opening of an affordable housing development this Wednesday.
The apartment complex, called Bell Street Gardens, is one of several new affordable housing developments coming to Fremont this year, according to City of Fremont officials. It replaces the Islander Motel, which formerly occupied the site on the corner of Bell Street and Mowry Avenue.
The grand opening event will be attended by Resources for Community Development, who partnered with the City of Fremont for the development of Bell Street Gardens, as well as by representatives from Housing Trust Silicon Valley, the California Department of Housing and Community Development, JP Morgan Chase and City of Fremont Mayor Raj Salwan.

“The City of Fremont is incredibly proud to have partnered on this project and to see it come to life. Bell Street Gardens is a powerful example of how creative investment and strong partnerships can turn a former motel into safe, stable housing for those who need it most,” Mayor Salwan wrote in an email to Patch. “It’s the second of five affordable housing communities opening in Fremont this year—together delivering more than 560 new homes for low-income residents. This milestone reflects our unwavering commitment to building a more inclusive and supportive Fremont.”
Bell Street Gardens features a total of 126 apartment units – 54 studios, 36 one-bedrooms, 24 two-bedrooms and 12 three-bedrooms – for low-income households. Seventy-nine of the apartments are renovated and the other 49 are newly built.

According to the City of Fremont, 31 apartments are set aside for households with disabilities who are eligible for the Housing and Urban Development (HUD) 811 program, and 17 apartments are for households transitioning out of homelessness.
The property also includes two multi-purpose community rooms with a kitchenette and space for community events, plus a fitness room, an exterior courtyard, on-site property management, and supportive services programming, as described by Resources for Community Development.
Bell Street Gardens is located at 38889 Bell St., Fremont.
