Outgoing Mayor Justin Massey Recognized for his Leadership During Pandemic
HERMOSA BEACH, CA – The Hermosa Beach City Council voted Monday night to elevate Mayor Pro Tem Michael Detoy to the position of mayor and to name Councilmember Raymond Jackson mayor pro tem. Councilmembers and other elected leaders also praised outgoing Mayor Justin Massey for his leadership during the ongoing COVID-19 pandemic.

“Thank you to my colleagues on the City Council for putting your trust in me to serve as mayor,” said Mayor Detoy. “I learned a great deal from Justin while serving as mayor pro tem and want to thank him for his leadership over the past year. In the year ahead, my hope is that we will emerge from the pandemic and be able to chart the best path forward for our community and our children, free from the constraints imposed to keep our community safe from COVID-19.”
Mayor Pro Tem Jackson also expressed his appreciation for former Mayor Massey’s leadership and thanked his colleagues for choosing him to be mayor pro tem.

“We are a better City, and I am a better councilmember because of Justin’s leadership and mentorship,” Mayor Pro Tem Jackson said. “I am honored to be named mayor pro tem and look forward to working with Mayor Detoy, my fellow councilmembers and the City’s leadership team to continue our community’s recovery from the pandemic.”
Upon turning the gavel over to the new mayor, Councilmember Massey thanked the City Council and the community for their support and expressed his confidence in the newly elected leadership team.
“Mike and Ray will lead Hermosa well,” said Councilmember Massey. “Mike is a team player who reaches out to the community and digs into issues to find solutions, and Ray has a lifetime of community service that will guide him as he steps into this new role.”
