Digging Through Trash for Recyclables Becoming Illegal in Hermosa Beach?

City officials are looking to ban the practice in order to keep those recycling monies and to keep the city cleaner, they said.

HERMOSA BEACH, CA -- Rummaging through garbage for recyclables could soon be illegal if the Hermosa Beach City Council gets its way.

Officials are looking into the possibility of banning the practice, saying it would help make the city cleaner. The proposed ordinance would make it a misdemeanor to scavenge for recyclables.

The ordinance would also help the city keeps the funds from the recyclables that end up in the garbage, according to a staff report. Removing "available recycling funds from the city and is not consistent with the intent of the California Redemption Value (CRV) program,” the report said.

If approved, the city said it will launch a public education campaign raise awareness for the ordinance.
