Hermosa Beach Announces Residential Parking Permit Design Winner

Local artist Armelle Ngo was named the winner of the 12th Annual Residential Parking Permit Design Contest.

Hermosa Beach resident and celebrated local artist Armelle Ngo was named the winner of the 12th Annual Residential Parking Permit Design Contest, Finance Director Viki Copeland announced during Tuesday’s City Council meeting.

Ngo’s original design (pictured on the right) will appear on the City’s 2022–2023 residential parking permits. Discussing her inspiration for the design, she said that it pulls from Hermosa’s natural beauty and includes elements of female empowerment, using flamboyant colors and bright tones to depict a fearless woman with a surfboard above her head, set against a brilliant sunset and prepared to face the ocean’s expanse.

As a local mother of three, Ngo spends much of her free time volunteering with Hermosa’s art programs and schools. She participated in last year’s Hermosa Beach Fine Arts Festival and was selected as a Featured Artist for the upcoming Hermosa Beach Fine Arts Festival in May 2022.

“Since I moved to the South Bay from France ten years ago, my art has been influenced by this area’s natural beauty,” said Ngo. “When I painted this design, I was inspired by the concept of tying together women’s natural power with Hermosa’s uniquely beautiful backdrop through bold colors that reflect my personality. I hope this image resonates with Hermosa residents in the same way this City, its community and its natural beauty have with me.”

The City of Hermosa Beach will mail residents the renewal postcards for the 2022–2023 Residential Parking Permits during the week of January 24th. Enforcement of the new parking permits will begin at 10 a.m. on March 20, 2022.

Sales and renewals begin online and via email and mail Tuesday, February 1 at 12 a.m. To apply, please submit information online through the City’s website, by mail or by email at ParkingPermits@hermosabeach.gov. The quickest way to obtain permits is using the online system. To obtain a permit through the U.S. Mail, please mail your request with information to City Hall, 1315 Valley Drive, Room 101, Hermosa Beach, CA 90254. Please allow 5–7 business days for processing time for mailed permit requests.

Residential permits cost $40 each, with the exception of the 100 percent Alternative Fuel Vehicle Permit which will be issued at no charge for 100 percent electric or 100 percent compressed natural gas (CNG) vehicles. All residential permits are valid until February 2023. Only Hermosa Beach residents who live within the City’s Impacted Parking Area are eligible to purchase a residential parking permit.

To renew an existing residential permit, residents will need the following:

  • Renewal post card from the City or proof of residency less than 30 days old (rental/lease agreements, utility bills and tax bills are all valid examples)
  • Valid picture identification (valid examples include a driver’s license, California I.D., passport or military I.D.)

Employee parking permits can be purchased for $143 by employees who work in the same impacted areas of Hermosa Beach if they provide a valid ID, vehicle registration and a current pay stub indicating they work in Hermosa Beach.
