New E-Bike Rules Introduce $500 Plus Fines In Manhattan Beach

Violations of the newly-adopted ordinace will result in a $500 first-time offense and will increase with additional violates within a year.

MANHATTAN BEACH, CA — E-bikers speeding down the streets of Manhattan will now be cited thanks to a newly adopted amendment to the city's Municipal Code.

At the Sept. 5 City Council meeting, City Council members adopted the urgency ordinance that limits speed and location where bicycles, e-bikes and motorized bicycles can be operated. Along with the limitations come fines associated with violations of the ordinance that increase with each violation within one year, according to the city.

"The adoption of this ordinance is an important part of keeping our streets safe for all to enjoy, pedestrians and riders alike. The City has put teeth behind our commitment to safety, and the Manhattan Beach Police Department will be enforcing this ordinance with appropriate penalties for violators," said Mayor Richard Montgomery.

As the use of e-bikes in Manhattan Beach increased, city officials partnered with the Manhattan Beach Unified School District and local bike shops to educate riders about the importance of following the rules of the road.

Violations of the ordinance will result in a first-time fine of $500 and a misdemeanor charge. The second violation within a year will result in a $750 fine and will increase to $1,000 for each additional violation within a year of the first violation.

“While e-bikes have become popular and are a great way to reduce our reliance on cars, pollution, and traffic, they aren’t toys and can be dangerous when not operated properly,” Montgomery said.

The urgency ordinance became effective on Sept. 6 and includes the following rules:

  • No riding on city sidewalks, plazas, grass areas, the Strand, Veterans Parkway and parking structures owned or operated by the city, County or State.
  • No riding at speeds over 15 miles per hour on the Marvin Braude Bike Trail and maintains the current "Walk Only Zone" on both sides of the pier.
  • Riders under 18 years of age but wear properly strapped helmets.
  • Riders must use bike lanes where possible. If a street doesn't have a bike lane, bikers are advised to ride close to the right curb or the edge of the roadway.
  • Riders must ride single file and not more than two abreast.
  • Passengers are prohibited from riding on bikes or e-bikes without a seat.
  • Speeding, racing and stunt activities are prohibited.
  • Riders are required to yield to pedestrians at all times.
