Poll: Was ‘Top-Two’ Primary System a Success?
Nearly 30 races statewide will feature November runoffs between candidates of same party.
According to a Sacramento Bee analysis, the new "top-two" primary system has led to as many as 29 California legislative and congressional districts where two members of the same party will meet in the November election. Tuesday’s primary was the first for the new open election process.
