East Bay Police Sex Scandal Broadens
A sex scandal unfolds in which a police dispatcher's daughter allegedly slept with as many as two dozen current and former officers.

OAKLAND - A sex scandal in which a police dispatcher's daughter allegedly slept with as many as two dozen current and former officers from five departments across the East Bay - from Richmond to Livermore - has stunned local officials.
According to an article posted on the San Jose Mercury News website, the girl - given a fictitious name in the article - had sex with three Oakland officers when she was a juvenile, prompting her to be called "juve."
In a telephone interview with the Merc, 'Celeste Guap,' a Richmond resident said two Oakland officers gave her confidential police information, including tips on scheduled anti-prostitution stings, in exchange for sex.

She also told the paper a retired Oakland Police Department captain in his 80s paid $250 to have sex with her in a dingy San Pablo Avenue motel.
"To think that officers were engaged in the sexual exploitation of a child: It's heartbreaking," Oakland City Council President Lynette Gibson McElhaney told the paper. "And if it's true, it's criminal, and they should be prosecuted."

Sources tell the Mercury News that the Oakland Police Department's mis-handling of the investigation is what led to the resignation of Chief Sean Whent this week.
