As described on their website, C.E.M.P. is an all-volunteer, full-service suburban search and rescue team based in the San Fernando Valley. Established in 1962, they operate under the umbrella of the Los Angeles Police Department and respond to the emergency needs of the LAPD and other area agencies, including the Los Angeles City Fire Department and Los Angeles City Park Rangers.
