Why Can't L.A. Send Bills for Equine Licensing on Time?

Why can't a city strapped for cash send bills for equine licensing on time? My horse licenses which protect my horse-keeping rights were due in March. In April I called the department of animal services for the City of Los Angeles (it took two days, and multiple calls to speak to a live person). I was told they were a month behind with billing because of budget cuts. I would have paid (over the phone) with a credit card, but that wasn't a choice. I expected a problem, so I asked for a direct call-back phone number. The number given to me last month (213-485-9550) is now a non-working number.

I still haven't paid my license fees. My horse-keeping rights are not protected. The city is broken. When they finally (if ever) bill me it will be with multiple bills with several stamps (not just one bill with all the horses listed). If I play their game I will be required to mail multiple checks using several stamps. How can we stop the waste and protect my horse-keeping rights?
