The Novato City Council is having a closed session starting at 7 p.m. Monday at the 's conference room to chat with negotiators from the Novato Police Managers, the Novato Police Association, the Novato Police Civilian Employees, SEIU Mid-Managers, SEIU General Employees and the Western Council of Engineers.
