NOVATO, CA — A Novato man is suspected of defrauding an 83-year-old San Rafael homeowner and contracting without a license, Marin County prosecutors said Thursday.

Victor Mauricio Mendez Rodas allegedly demanded additional payments from the homeowner for unauthorized work and failed to get required permits for the work, prosecutors said.

Rodas also was not licensed with the Contractors State License Board and failed to obtain workers' compensation insurance for those working at a job site, according to the Marin County District Attorney's Office.
