$8.5M Carver Tract Sidewalk Improvements Completed In Coachella Valley
On Saturday, the 4th District Supervisor and the community will celebrate the new sidewalk expansions with a ribbon-cutting and clean-up.

COACHELLA VALLEY, CA — The small unincorporated community of Carver Tract now has sidewalks throughout the entire neighborhood, bringing a permanent infrastructure improvement for the nearly 80-year-old community.
On Saturday, he and the Riverside County Transportation Department will hold a noon ribbon-cutting ceremony at Luzon Street and Corregidor Avenue. There will be music, refreshments and activities, he says.
Before the ribbon cutting, Perez is sponsoring a community clean-up on Saturday morning. Carver Tract residents will have the opportunity to leave bulky items at the curb by 6 a.m. for free disposal.

At 8 a.m., residents and volunteers will work street by street, cleaning up the community.
The "orphaned" community of the Carver Tract, between Indio and Coachella, built during World War II, at last has its long-promised key infrastructure. The community is a "county island" between the cities of Indio and Coachella. It's a 200-home neighborhood that at last has completed sidewalks, promised over 10 years ago. The funding came from the American Rescue Act. These are the first sidewalks ever in the community's history, according to Fourth District Supervisor V. Manuel Perez. He recently spoke about the completed project, which he says was a personal longtime goal. Perez worked with the county transportation department to find funds for these community improvements in Carver Tract.

The county invested about $8.5 million in the two-phase project to install sidewalks along all the residential streets, as well as curbs, gutters and storm drains, giving water a place to go when it rains.
"Carver Tract is an area that's been unincorporated forever, an area that's been neglected for a very long time," said Supervisor Perez in 2023. "It's not in the City of Coachella, it's not in the City of Indio."
This is a small, older neighborhood that was not developed with this infrastructure, Perez said.
“This is historic and personal to me,” Perez said. “Carver Tract was home to my grandmother during my college years and, still to this day, home to my aunt and her family. I see this as a responsibility to have infrastructure that provides a better place to live, helping residents walk safely, for kids to get to school, to support healthy activity in the community, and to not have water flood the streets. The sidewalks are an improvement uplifting the whole community, improving the lives for individuals who deserve it and have deserved it for generations.”
Initial planning for the project began in 2019, and additional funds were allocated in 2022. The project included widened roadways, the installation of curbs and gutters, curb ramps and drainage improvements. Construction will be done by S&H Civilworks of Colton. Work was just completed in 2025.

Residents have encouraged Perez to stay focused on improving the Carver Tract area and keeping the community safe.
Those efforts still include working with public safety on speeding issues, with the school district on safer routes for students and new crosswalks to walk to Van Buren Elementary School, and with Coachella Valley Rescue Mission so that homeless individuals are housed at CVRM and not having to sleep in the streets of the surrounding Carver Tract community.
