FEMA Prepares, Says NorCal at 'Substantial Risk' in El Nino Event
A 66-page Severe El Nino Disaster Response plan says levee failures are one of the largest fears.

It’s almost a literal Perfect Storm.
This winter:
- a particularly strong El Nino is expected to blast its way through our area in the next few months.
- high tides in the Bay will peak December 20 - 27.
- thousands of out of town sports fanatics will descend into the area for the Super Bowl.
Trying to get ahead of the game, the Federal Emergency Management Agency (FEMA) Wednesday released a 66-page Disaster Response Plan to give local emergency responders some guidance in what could be a very busy next few months.
