Citizens for Enforcement of Parkland Covenants filed a lawsuit against the city over a controversial land swap in Palos Verdes Estates, according to a Daily Breeze report.
The group claims that "a complex land swap that legitimized private ownership of formerly public parkland" is in violation of "the community's strict land-use covenants," according to the report.
