Long Beach Police Appoints New Deputy Chief: ‘No Doubt She Will Excel’
The appointment of Commander Norma Carrillo as deputy chief will be effective Jan. 10, police say.

LONG BEACH, CA — The Long Beach Police Department has appointed a new deputy chief, the department announced Monday.
Commander Norma Carrillo was promoted to the position of deputy chief and will oversee the support bureau, police said. She will begin her new role Jan. 10.
“Deputy Chief Carrillo has clearly demonstrated a commitment to the future of our police department and the safety of our city. Her focus on education and professional development has effectively positioned her for continued success,” Chief of Police Wally Hebeish said in a written statement. “I have no doubt she will excel in her new role, while continuing to help us move the department forward and provide excellent service to our entire Long Beach community.”

Carrillo joined the department as a police recruit in 2000 and climbed the ranks, being promoted to sergeant in 2018, lieutenant in 2022, commander in 2024 and now chief deputy, according to police.
“Stepping into a greater leadership role within the police department that serves the community where I was raised is both deeply meaningful and humbling,” Carrillo said in a written statement. “I am grateful for the opportunity to lead and give back to the community that helped shape my path.”

During her tenure with the department, Carrillo has worked a number of assignments, including internal affairs, sex crimes, computer crimes, the police academy as an instructor and the Office of Constitutional Policing, according to the department.
When she was commander, police said Carrillo was in charge of overseeing the training and tactical support division and most recently worked as the chief of staff.
Carrillo has been involved in a number of the department’s programs, including its peer support program, cadet program and Baker to Vegas team, according to police.
“Carrillo is also active in the community, participating in various events for the Southern California Special Olympics and Kiwanis,” police said.
Carrillo earned a bachelor’s degree in occupational studies and also holds a master’s degree in law enforcement and public safety leadership, according to the department.
