Penngrove Project Sparks Debate, April 24 Meeting

Four community groups will host a meeting on Thursday, April 24, at 6 p.m., about a mixed-use, 12-unit project proposed for Penngrove.

Penngrove, CA - Four community groups will host a meeting on Thursday, April 24, at 6 p.m., to discuss a mixed-use retail and 12-unit apartment project proposed for the Penngrove Station area on Main Street. The meeting will be at Penngrove Clubhouse, 385 Woodward Ave., Penngrove.

Project submitted under Builder’s Remedy

Property owner Martin Sessi has applied to construct a 12-unit, three-story housing development on a 0.25-acre lot (0.17 with 0.08 easement) including three affordable units—between Penngrove Station and the Soap Cauldron building, adjacent to the Historic Penngrove District. Penngrove Station Apartments (DRH24-0005) includes 1,384 sq. ft. of retail space.

At a Preliminary Design Review meeting (March 5), Penngrove advocates voiced concerns about the project's impact on the area's already limited parking and infrastructure issues related to sewer capacity, solid waste management, easements, and emergency service access. This development was submitted under Builder’s Remedy, a legal provision that allows expedited approval of high-density housing when a municipality fails to comply with state housing laws.
