Tucker was taken to a hospital where he died from his injuries about an hour after the shooting, French said.
A second man was wounded by gunfire just minutes after the fatal shooting. That shooting occurred near the intersection of Garrard Boulevard and West Barrett Avenue, police said.
French said police are investigating whether the same suspects were involved in the two shootings, which took place about half a mile from one another in Richmond's Iron Triangle neighborhood.
Police believe there were multiple male suspects, but have not made any arrests.
