Council Passes $100M City Budget

The Redondo Beach City Council passes its annual budget.

The Redondo Beach City Council voted 3-1 Tuesday night to approve the city's $100 million budget for the 2013-2014 fiscal year.

Councilman Steve Sammarco, who represents District 4, dissented, while District 3 Councilman Pat Aust abstained.

The budget includes an increase in fees for parking meter and filming permits, among other items.

City Manager Bill Workman's proposal to de-authorize the position of library director with the retirement of current Library Director Jean Scully and reorganize the department as part of the Department of Recreation and Community Services was passed over.

The meeting was tense for a few moments after the budget passed as Mayor Steve Aspel indicated that he may veto it. To override the veto, the council must have at least a 4-1 vote.

If the mayor vetoed the budget without continuing the public hearing, it may have had adverse consequences for the City Council. The mayor has up to five days to veto an item, and public must be advised of a hearing at least 10 days before it's held.

Under the Redondo Beach City Charter, the council must pass the annual budget by June 30; otherwise, council members may be charged with misdemeanors.
