The units, at the Highwater apartment complex on El Camino Real, are available for people whose incomes do not exceed 80 percent of the Area Median Income, which is adjusted for household size. Open enrollment began last week and runs through July 30. Applications must be submitted either online or over the phone. Paper applications will not be accepted. Residents will be chosen via a random selection lottery. The 35 units consist of 13 studios, 14 one-bedroom apartments and eight two-bedroom apartments.
